f33fed6fa1 windows: fix support for WIN_SDK < 19041 
inspired by : https://gitlab.kitware.com/cmake/cmake/-/blob/v3.17.3/Modules/InstallRequiredSystemLibraries.cmake#L339-358
Since CMake doesn't really has a way of providing the Win10 SDK's version ( see: https://gitlab.kitware.com/cmake/cmake/-/issues/20773 )
we read the XML file set up by the SDK and filter the SDK version out of it

Use Kirigami Placeholder Message instead of a Label in the SMS App 
This commit makes use of the Kirigami.PlaceholderMessage component
instead of a QML Label, also moves the placeholder message to be
inside the ListView.

2bf82b1029 revamp kdeconnect-handler to support full control by GUI 
Current implementation of kdeconnect-handler did not support controlling the function of kdeconnect-handler completely through GUI.
This patch enables that by adding knobs to the GUI and doing necessary changes to the cpp.
